Summary
When creating a new custom audience in an automation, I see the error message "permissions error".
Resolution
To correct this you will need to adjust your permission in Facebook: Add People to Your Ad Account https://www.facebook.com/business/help/442224595808649
Cause
The user attempting to create the custom audience does not have permission to do so in the Facebook settings.
