Contact Scoring is available on Marketing Plus and above and Sales plans.
Deal Scoring is only available on Sales plans.
Resolution
Manage Contact Custom Fields permissions should be enough to add/modify scores.
What user permissions are needed to add or edit Contact and Deal Scores?
