A user can't see the "Add a Deal" button

Summary

A user may have both pipeline access and full deal permissions but is still unable to see the "Add a Deal" button.

Resolution 

Check their Group Permissions and ensure they are able to edit contacts. All deals must have a contact associated with them, therefore the user must be allowed to edit contacts in order to create new deals.
