Why are scores set to 0 by automations not sticking and are being reset by static scoring rules?

Resolution

This is expected behavior when the static scores have the "points expire" field set to "never".
If you do not want the score to come back an expiration date MUST be set for the scoring rule, even if it is a date far into the future.
